Why did they have to close 9 miles of 101 southbound?

From 92 all the way down to the spill, why couldn't they just cut southbound off at Holly or Ralston or something? Why all the way up at 92?

    It took me an hour and half to get from Poplar in Burlingame to get to Holly in San Carlos. What a friggin nightmare! But you know if they cut off at Holly or Ralston everyone would have taken El Camino (rather than 92 to 280) and the street traffic would have been even worse.
